El-Kerbala'i, describes the closed list election as an abortive trial with many drawbacks, & lays out stipulations to modify the parliamentary election law

July 12, 2013. Second part of the Friday Sermon held in the Imam Hussein holy shrine, the representative of the Islamic Supreme Religious Authority and the preacher of the Friday Sermon in Kerbala city, his eminence Sheikh Abdul Mehdi El-Kerbala'i, mentioned that there were some suggestions in order to modify the parliamentary election law next year which might not fulfill the needs of the Iraqi citizens, where some blocs suggested to adopt the closed list election, and some blocs suggested the open list election, in addition to some suggestions which aim at making Iraq as a constituency where others attempt to make it constituencies.His eminence mentioned that there is a modification with two conditions should be fulfilled which are: First: ensuring the desire of people to participate in the election where it shouldn't be a reason that people abstain from voting as it occurred previously where many people did not participate. Second: It must ensure a great stability in all the fields in the country.He shed light upon reconsidering the previous experiences in order not to be in the same situations occurred. Therefore, the closed list election has caused disappointment to the Iraqi people for having many drawbacks, besides the ratio of the election is varying from a province to another. He also mentioned that the Islamic Supreme Religious Authority has announced its opinion about seeking another means of election where all the Iraqi citizens should participate in contentedly. He mentioned further the health situation in Iraq and people travel abroad seeking treatment, where the deterioration of the health situation leaves unpleasant effects on citizens according to a scientific research recently made in Iraq. Some of the results obtained that the average age of the Iraqis is constantly decreasing comparing to the other countries where the average age is constantly increasing, accounting the deterioration of the health situation for many issues such as the oppressing siege, the wars Iraq entered and where many arms used in, and professional doctors' immigration. Although, there are some measures if taken would reflect a great health situation such as enhancing the vocational performance of the health teams, following the best ethics by observing the vocational performance in the advanced countries, in addition to offering the required attention to the health teams and encouraging them to return home in order to promote the health level of the country which is not less important than the infrastructure. His eminence concluded by shedding light upon the phenomena of firing gunshots on the occasions where people express their joyfulness or happiness, describing that as a phenomena which is religiously, morally, and culturally unacceptable; where approximately 40 persons have been injured due to that act. He also mentioned that each citizen has the right to express his happiness in many means which are religiously, culturally and morally acceptable.Translated by: Mohammed Jasim
